They probably lease traffic to Charter. ISPs like Charter, Cox, etc. are simply internet service resellers - they sell you plain spring water with a Charter sticker on it. |

Verizon, AT&T, T-Mobile, etc. They all act like they don't have enough money, but when you're a LOYAL customer that pays everytime they still give you a hard time.
